Dr. Francis (Frank) Welcome joined the Quality Milk Program in January 2000. His current duties include service to QMPS clientele, new program development, working with ProDairy and the New York State Cattle Health Assurance Program (NYSCHAP).

Prior to QMPS employment, he was a partner in a four-person practice in central New York for 28 years providing medical, surgical, and production medicine services to local dairy producers.

His education includes:

• attaining D.V.M. with High Honor from Michigan State University in 1971
• Diplomat, American College of Theriogenologists, 1984
• Diplomat, American Board of Veterinary Practitioners, Dairy Practice, 1992

Dr. Welcome is a director of the NYSVMS and represents the State Society on the Empire State Council of Agricultural Organizations (CAO). He is also a member of the Examination Development Subcommittee of the NBEC for Veterinary Medicine.
